Part I of the Benchbook proper, originally issued in April 1999, covers substantive immigration law, discussing, in the words of Chief Judge Creppy, “every conceivable type of hearing and every issue that we think Immigration Judges might face.” Part II contains sample decisions and suggested paragraphs for IJs to use in constructing oral decisions. The final part contains forms and sample orders for the IJs to use. The OPPMs were issued between February 1984 and September 2001.
